OCCUPATIONAL HEALTH AND SAFETY

 

OHS REQUIREMENTS FOR EMPLOYEES AND SUBCONTRACTORS

 

•  This document outlines the minimum standards and conditions for undertaking work on Exertech Pty Ltd premises and Construction sites

•  Employees and subcontractors shall ensure that they comply with the following conditions

•  Subcontractors are responsible for the omissions and actions of its employees

•  The conditions of this document shall apply to all personnel whilst working on a site managed by Exertech Pty Ltd.

SUB-CONTRACTORS/EMPLOYEES

The following Workplace Health and Safety provisions apply to all sub-contractors and/or employees working on construction sites and/or company premises of Exertech Pty Ltd.

1.General

  1. All sub-contractors and/or employees will be required to comply with the Company Safety Policy and Safety Rules, whilst carrying out work or whilst present on Company premises or Construction sites.
  2. You must take all reasonable steps to ensure your safety and the safety of others while at work.
  3. Sub-contractors and/or employees will be held responsible for payment of any additional costs incurred which result from their adoption of unsafe work practices and/or use of unsafe plant and equipment.

 

2.Safety Equipment

  1. All sub-contractors and/or employees must be aware of specific areas of construction operations where safety equipment and/or personal protective clothing must be worn.
  2. Sub-contractors will be expected to provide their own safety helmets, goggles, earmuffs, etc, and to wear, or use, such items when directed to do so by Site Management, or in accordance with the requirements of the Company Safety Rules. Employees will be supplied with PPE by the company.

 

3.Systems

  1. All work must be carried out in accordance with the Occupational Safety and Health Act 1984, Occupational Safety and Health Regulations 1996, and specified AS Standards and Codes of Practice relating to Workplace Health and Safety.
  2. Sub-contractors and/or employees are not permitted to alter, erect or use any scaffolding or shoring, or interfere with any plant, tool or equipment unless authorised by the Project Supervisor or appointed Site Supervisor.
  3. Any scaffolding, or shoring, used by sub-contractors and/or employees must ensure that it is erected and maintained in accordance with the requirements of the Occupational Safety and Health Regulations 1996.
  4. Materials, articles or substances brought onto Site or Company premises which have Health, Fire or Explosion risks must be used in accordance with all current regulations, and full details must be given to the Site Supervisor or Project Supervisor prior to arrival on site.

 

4.Safe Work Procedures

  1. You must follow safe work procedures provided when using plant machinery and equipment.
  2. Where a safe work Procedure (SWP) , Safe operating procedure (SOP), Job Safety Analysis (JSA), Safe Work Method statement (SWMS) specifies that personal protective equipment (PPE) is to be used, this must be adhered to.

 

5.Maintenance

  1. All equipment, tools and plant introduced by sub-contractors and/or employees must be properly maintained, and in good general working order, with any necessary guards and/or safety devices in place.
  2. Sub-contractors and/or employees will be required to maintain workplaces in a clean and tidy condition with debris, waste materials and surplus equipment, removed and cleared regularly and at the end of each working day.

 

6.Hand Tools

  1. Use tools only for their intended purpose
  2. Keep tools sharp and remove burrs
  3. Do not exceed the design limits of the tool
  4. Check that handles are not loose or damaged
  5. Inspect for cracks and wear
  6. Eye protection must be worn when using hand tools for striking, chipping etc.

7.Power Tools and Leads

  1. Prior to commencing work , all sub-contractors and/or employees are responsible for ensuring that all their electrical appliances, equipment, tools and extension leads are in safe condition and that they are maintained in safe condition and evidence can be provided to support their safe condition.
  2. Visually inspect all power tools and their leads before each use for any signs of physical damage.
  3. You must not use a power tool unless it has been tested by a qualified person and tagged showing the due date for the next inspection
  4. Power tools and all electrical equipment introduced by Sub-contractors must conform to the Current Occupational Safety and Health Regulations 1996, and latest AS Standards, and may only be used in conjunction with a Residual Current Device (RCD).
  5. Use tools only for their intended purpose

 

8.Drills

  1. The most common risks associated with drills are:
    1. Drill Breakage due to not being sharpened correctly
    2. Metal pieces spinning when a drill bit catches a work piece that is not properly secured
    3. Swarf being lodged into the your skin or eyes
    4. Entanglement of loose clothing, jewellery or hair
  2. When using a drill:
    1. Keep your hands clear of moving parts
    2. Ensure that work pieces are securely clamped or held to prevent them from spinning if the drill catches
    3. Do not wear loose clothing or jewellery, and keep long hair and beards contained
    4. Wear eye protection at all times

 

9.Grinders

  1. A faulty grinder or a grinder that is misused can cause very serious injury. Grinding wheels are easily damaged if misused or used for the wrong purpose. The following rules must be followed:
    1. Do not use a grinding wheel to grind non-ferrous metals (e.g. Aluminium, brass, copper etc.)
    2. Do not use a grinding wheel if it shudders, vibrates or shakes while spinning
    3. Never operate without the guards in place
    4. Always wear eye and face protection

 

10.Compresses Air and Air Tools

    1. Compressed air is hazardous and can cause serious injury and even death if misused. The following general precautions must be observed at all times:
      1. Do not use compressed air for any other purpose than for which it is provided
      2. Never direct a stream of compressed air towards your body or the body of another person
      3. Do not use compressed air to cool yourself or to blow dust from your clothes.
      4. All air tools must be used in accordance with safe work practices.

 

11.Communication

  1. Any accident or injury sustained to personnel must be reported immediately to the Project Supervisor or appointed Site Supervisor.
  2. Sub-contractors and/or employees must comply with any instructions issued by the Project Supervisor or appointed Site Supervisor relating to Workplace Health and Safety.
  3. Sub-contractors and/or employees must take immediate remedial action following the issue of a Project Safety Directive.

 

12.Use of Mobile Phones

  1. The use of mobile phones to make and receive call and text messages. Etc, should be done only during work breaks. If a person is operating plant or equipment, he or she must turn their phone off while operating the said plant or equipment. Urgent messages should be directed to a supervisor if expected.

 

13.Safety and Risk Control

  1. The Company may require independent Safety Advisors to carry out periodic inspection of Company premises and Construction Sites, covering all aspect of safety and risk management.

 

14.Facilities

  1. When Sub-contractors and/or employees are permitted to use existing Company amenities, full details of the numbers of persons involved must be given to the Project Supervisor or appointed Site Supervisor prior to arrival on site.

 

15.Harassment

  1. Harassment is any form of unwanted behaviour that may intimidate, humiliate or offend any person. Harassment on any grounds is illegal. Weather actual, perceived, past or present, marital status, race, nationality, ethnicity, sex, sexuality or pregnancy, it is illegal to harass a person
  2. We will take any reports of harassment seriously and take immediate action to investigate and deal with the issue.

 

16.Enforcement Notices

  1. Sub-contractors and/or employees must immediately inform the Project Supervisor or appointed Site Supervisor in the event of either an Improvement, Prohibition or Default Notice being issued and must cease any specified work activities pursuant to the Notice, until the said Notice has been expiated and approval granted to resume work.

17.Site Safety Procedures

  1. The following points are to be covered and information provided as appropriate before each sub-contractor and/or employee commences on site.
  2. Exertech Pty Ltd will provide a representative to attend site safety meetings.
  3. Each sub-contractor and/or employee is responsible for the protection of his or her work and must comply with all safety requirements. Before leaving their work areas all workers must ensure that their work is safe and protected
  4. The Site Safety officer may direct at any time for safety equipment to be used.

 

18.Industry White Card Induction

  1. All permanent site personnel must complete the Industry White Card safety induction course prior to commencing work on site. Evidence of this must be provided to the Exertech Pty Ltd Site Supervisor by displaying the White card for each site worker and the induction number must be recorded on the Exertech Pty Ltd Induction Record.

 

19.Exertech Pty Ltd Site Induction

  1. All site personnel must undertake a site safety induction with the Exertech Pty Ltd Site Supervisor.

 

20.Breach of Site Conditions

  1. Non compliance with any safety requirement may result in one or more of the following:
    1. Project to be halted.
    2. Removal from site of the sub-contractors, employees and/or any person on site under the control of Exertech Pty Ltd.
    3. Removal from site of the sub-contractor’s plant, equipment, tools and materials.
    4. Exertech Pty Ltd undertaking work on behalf of the subcontractor to rectify a breach in meeting the safety requirements for the site.

 

21.Exertech Pty Ltd OHS Responsibilities

    1. All subcontractors and employees are responsible for achieving high standards of health and safety.
    2. In particular Exertech Pty Ltd shall:
    3. Be legally and financially responsible for the acts and omissions of its employees, and any person under its control, whilst on site.
    4. Comply with all relevant statutory legislation, Australian Standards and Codes of Practice.
    5. Comply with their OHS legal responsibilities as employers, employees, manufacturers and suppliers.

 

22.Insurance

  1. Exertech Pty Ltd shall provide documentary evidence that the following insurance cover is current before commencing work on site:
  2. Legal and Public Liability Insurance
  3. Workers Compensation Insurance
  4. Motor Vehicle Insurance

 

23.Subcontractors and/or employees shall

  1. Protect their own health and safety and that of any other person.
  2. Maintain good housekeeping standards.
  3. Promptly report to Exertech Pty Ltd, any unsafe situation, act or injury and assist in their investigation as requested.
  4. Follow safety policies, instructions and conditions required by Exertech Pty Ltd.

 

24.Supervision

  1. Exertech Pty Ltd shall nominate a Supervisor and or a deputy who shall:
  2. Be fully responsible for the conduct of their employees and job requirements.
  3. Be present on site at all times work is being undertaken.

 

25.Licences

  1. Only licensed people shall be permitted to operate special purpose vehicles such as forklifts, cranes, mobile platforms, erecting, altering and/or dismantling scaffolds over 4m high.

 

26.Speed Limits

All subcontractors and/or employees driving vehicles shall observe the site speed limits.

27.Smoking/Non Smoking

    1. Smoking is banned from all buildings.
    2. There will be no smoking in all site offices, toilets, crib rooms, change rooms, meeting rooms, First Aid Stations, stairways, passageways, storage containers in the vicinity of gaseous, explosive or flammable products. All the above areas to have no smoking signs and each sub-contractor and/or employee to supply and fix their own no smoking signs to their own offices, store sheds or where required at the workplace.
    3. Areas are designated outdoors for smoking. Where smoking is permitted outdoors cigarette butts must be disposed in the ashtrays provided.
    4. Smoking during working hours is only permitted during designated meal or tea breaks, or during breaks between shifts
    5. Smoking is not permitted in any company vehicle

 

28.Alcohol, Drugs and Medication

    1. No alcohol allowed on site.
    2. It is forbidden to drink alcohol and/or take illegal drugs while on site. Exertech Pty Ltd shall reserve the right to expel from the site any person who is, in their opinion, under the influence of alcohol or drugs.  In the case of illegal drug taking Exertech Pty Ltd will contact the appropriate authorities to take action.

 

29.Pets/Animals

  1. No pets/animals allowed on site.

 

30.Housekeeping

  1. The subcontractors and/or employees shall keep their work areas clear of rubbish at all times and are responsible for collecting and disposing of all refuse, waste and rubbish resulting from their work. Subcontractors may use rubbish bins provided by Exertech Pty Ltd to dispose of such refuse, waste and rubbish generated by the work being carried out.  These bins shall be positioned at locations so as to minimise interference to normal site activities.

 

31.Markings and Warnings

  1. Subcontractors and/or employees must observe all safety markings and warning signs. Any work undertaken by the subcontractor and/or employee which gives rise to a hazard (eg. excavation, machinery movements, etc) shall be provided with temporary fences and warning signs.  The subcontractor and/or employee is responsible to provide all required warning signage, hazard markings, barricades, temporary covers and protection to ensure that all persons on site are protected from all hazards resulting from the work undertaken by subcontractor.

 

32.Personal Protective Equipment

  1. Full and correct personal protective equipment shall be provided by the subcontractor and/or employee and shall be used appropriately by all workers. This includes protection for eyes, hearing, hands, head and feet in accordance with the OHS Regulations and Codes of Practice.
  2. Steel toe capped boots/shoes to be worn on site at all times with the exception of working on roofs. Safety boots may be substituted for soft sole shoes only at the bottom of access point to roof area.
  3. Hard hats must be worn at all times once building works exceed 1.5 metres in height. While working on roofs hard hats may be substituted with suitable headwear sun protection.
  4. Any site PPE requirements displayed must be adhered to.

 

33.Injury to Employees

  1. Before any work commences either at extreme heights or in a confined space or any work situation where immediate or unrestricted access is not available to remove an injured person should an accident occur, Exertech Pty Ltd shall submit to the site safety supervisor for comment, a written plan of action for the retrieval of injured persons.
  2. Exertech Pty Ltd shall be responsible for the transportation of their injured employees to and from hospital/medical facility and any costs incurred shall be charged to Exertech Pty Ltd.

 

34.First Aid

  1. First Aid facilities are available on major sites.
  2. Exertech Pty Ltd shall be responsible for providing a basic First Aid Kit to their employee(s) whilst at their work place. First Aid Kits should be in the care of a trained person and regularly checked and maintained by the employer.
  3. Subcontractor are responsible for providing First Aid Kits to themselves and for their employees.
  4. Only certified First Aiders may apply treatment.
  5. First Aid supplies are under the care and control of the Site Safety Supervisor/First Aid Officer. No person shall remove First Aid supplies or equipment without prior approval.

 

35.Accident and Near Hit Reporting

  1. No practical jokes or acts which may result in any injury to a person(s) are allowed on site.
  2. The worker shall report immediately any accident that results in either injury to persons or damage to property, or any incident that has the potential to result in an injury to persons or damage to property, to Exertech Pty Ltd. The worker shall provide all information necessary to complete the accident or near hit report and shall comply with any corrective action instruction resulting from the review of any accident or near hit incident report.

 

36.Work at Height

  1. Working at height must be undertaken in accordance with all requirements of the OHS regulations and any relevant code of practice. Exertech Pty Ltd is responsible for providing all safety equipment and personal protective equipment necessary to employees to undertake this work safely including, but not limited to, ladders, harnesses and guardrails.  Work at heights shall only be permitted when all safety precautions have been addressed.  For work over 4 metres, or for a prolonged period of time, approval must be obtained from the Site Supervisor prior to commencement of work.

37.Scaffolding

  1. Exertech Pty Ltd will provide all scaffolding required to undertake the subcontract works safely unless prior agreement is made with the contractor for this to be provided by them. Erection, removal and modification of scaffolding over 4m in height, must only be done by persons qualified to do so.  Persons shall only be deemed qualified if they produce a recognised certificate/licence.  All scaffolding shall be erected in accordance with the OHS regulations and code of practice.  No scaffold is to be used by any person on site unless it is fully compliant. For scaffolding over 4m in height, evidence that it has been erected by a licensed scaffold erector must be provided to Exertech Pty Ltd.

 

38.Elevated Work Platforms

  1. Only persons with a Certificate of Competency may operate an elevated work platform above 11 metres. Only trained operators may operate an elevated work platform up to 11 metres.

 

39.Cranes and Hoist

  1. You must not sling a load or use a crane or hoist unless you have been instructed in the precautions to be followed and on the safe operation procedure of the crane or hoist.
  2. A certificate of competency is not required to sling simple loads of up to 1 tonne, and for the use of a pendant or remote- controlled bridge or gantry crane with no more than 3 powered operations.
  3. Complex loads over 1 tonne in weight should only be slung by a qualified dogman or rigger.

 

40.Working on Roofs

  1. All work shall be carried out in accordance with the requirements of the OHS regulations and any relevant code of practice.
  2. It is the responsibility of Exertech Pty Ltd to ensure that people required to undertake work on top of a roof are safe and are provided with all necessary safety equipment and personal protective equipment.
  3. All rubbish, tools and equipment must be removed from the roof on completion of work. Safety of personnel on the ground is also important and suitable barriers are required to ensure there is no risk from fallen objects.

 

41.Manual Handling

  1. It is the responsibility of Exertech Pty Ltd to ensure that sufficient personnel and equipment are provided to undertake all manual handling tasks involved in the work to be undertaken.
  2. All manual handling to be carried out in accordance with the relevant code of practice.

 

42.Plant and Equipment

  1. You must be authorised to operate plant, vehicles and equipment, and must have received appropriate instruction and training necessary before doing so. Where necessary, you must hold the appropriate certificate or licence to operate the plant, vehicle or equipment
  2. Subcontractors and/or employees are required to ensure that all plant, tools and equipment brought onto a Exertech Pty Ltd site are properly maintained and are safe to use, and that while on site, are not used for any purpose other than for which they are designed or intended.
  3. The misuse, abuse or mistreatment of any plant, equipment, material or facility supplied to and used by sub-contractors and/or employees by any person WILL NOT BE TOLERATED.

 

43.Storage

  1. Storage facilities for plant, equipment and materials are not available for subcontractors and/or employees except by prior arrangement.

 

44.Explosive Equipment and Ramset Type Guns

  1. The use of equipment using explosive charge is prohibited. The use of Ramset type guns by licensed operators is permissible, but only after prior approval from the Exertech Pty Ltd Site Supervisor, and in approved areas with safety signs displayed and precautions taken to prevent injury.

 

45.Hot Work Permits

  1. A Hot Work Permit may be required for work involving open flames or producing heat and/or sparks. Where this applies, permits will only be issued by the Site Supervisor on a daily basis.  The conditions and precautions displayed on the permit shall be strictly adhered to.

 

46.Fork Lift Trucks

  1. A requirement for a subcontractor and/ or employee to operate a forklift at a Exertech Pty Ltd site is that the person(s) who is to operate the forklift has a certificate of competency for the use of a forklift.

 

47.Work Below Ground

  1. Before any work takes place below ground Exertech Pty Ltd must confirm the positions of any services that may be buried in the ground and take appropriate safety precautions.
  2. All excavations must be clearly marked and a barrier in place to prevent falls. Trenches and excavations must be adequately shored and/or strutted before personnel are allowed access.  Safe access and egress shall be provided in all excavations in accordance with OHS regulations and any relevant code of practice.  Where back filling has occurred, a warning sign must be placed and the area cordoned off, until it has been made safe by restoring it to its original state by compaction.

 

48.Chemicals

  1. Before any hazardous substances (thinners, lubricant, solvents, etc) in any form, (dust, liquid, vapour etc), are brought on to a site, Exertech Pty Ltd shall supply a Material Safety Data Sheet and an assessment of risk in the use of the substance prepared by the Contractor in the Work Safe format. Approval must be obtained prior to using the substance on site.
  2. Exertech Pty Ltd is responsible for removing chemicals and hazardous substances that we brought onto the site. Storage and use of these substances on site must be in accordance with the Advisory Standard for Hazardous Substances 1998.
  3. It shall be the responsibility of the subcontractor and/or employee to report any chemical spills immediately to the Site Supervisor and to clean up any chemical spills to the satisfaction of the Company.
  4. You must not use a substance for any other purpose than which it has been obtained
  5. Never substitute a substance for another unless you have been specifically instructed to do so.

 

49.Dust and Fume Control

  1. Dust generating processes and fumes that may contaminate product or affect people’s health (for example, solvent based glues, grinding, etc) must be approved by the Site Supervisor before work commences.
  2. Screens are required in any raw materials storage areas, packaging and processing areas, when any airborne particles are generated to prevent these contaminants settling on areas where food passes.
  3. Appropriate control measures must also be used to contain dusts and fumes (eg. Extraction equipment), or work undertaken at times where product contamination and adverse health effects are minimised or eliminated.

 

50.Environmental Issues

  1. No waste liquids are to be washed down stormwater drains, only rain runoff can enter a stormwater drain.
  2. All chemicals and hazardous substances are to be handled and disposed of in accordance with Government regulations.
  3. No mud is to be tracked off of building sites.

 

51.Fire Fighting Equipment and Alarms

    1. Exertech Pty Ltd shall install appropriate firefighting equipment in their offices, store sheds and at their work place when working with flammable, gaseous or explosive products.
    2. Prior to the disconnection of any equipment used to fight fires (sprinklers, fire extinguishers, hoses) approval must be sought from the Site Supervisor who will ensure that no hot work is being undertaken during the period the firefighting equipment is unavailable or the alarms not in use.

 

52.Car Parking

  1. Car parking is available only in ‘employee designated’ car parks. Cars/vans may be temporarily parked near work areas to unload/load tools and equipment following approval.  The car/van must then be parked in the designated car park.
  2. All vehicles entering or parking on company property do so at the owner’s risk and no responsibility will be accepted for any damage.

 

53.Security Passes

  1. When required, all contractors shall be issued with site passes upon arrival. Passes must be worn at all times.

 

54.Cameras

  1. Cameras are not allowed on site. Written authority from Exertech Pty Ltd shall be obtained if photographs are to be taken for any purpose.

 

55.Information to Third Parties

  1. We will only collect what information about you as is necessary for employment purposes and for your wellbeing.
  2. Exertech Pty Ltd shall treat any information obtained during the course of work as confidential. No information about the Company, its products, machinery or processes or any site incidences, eg. Product contamination, industrial issues, fire or accident, etc shall be provided to any party external to Exertech Pty Ltd.

 

56.Conclusion

  1. Safety on site shall be given priority and will comply with all aspects of the Occupational Safety and Health Act 1984, Occupational Safety and Health Regulations 1996 its amendments and all relevant Codes of Practices.
